I need to put in my 2 weeks notice today but can't reach my boss.?

I tried calling her on her cell phone because she was not in today but she hasn't gotten back to me. I need to have 2 weeks from today be my last day. How do I make sure she knows my resignation is today? Can I write an email? Is that tacky? I did not have to work today.
