What could your state do with the billions spent on this iraqi occupation?

As this occupation hasn't bagged a single person that's a threat to the territorial security of the mainland United States why have we spent all this borrowed money? Shouldn't we have used a fraction of that to track down the real bad guys and used the rest for our own social and physical infastructure?
