Should Louisville schools be forced to 're segregate'?

Louisville schools are using a 'bussing system', oddly enough forced on them to de segregate. Now, the federal government is trying to force them to STOP bussing, because it is 'affirmative action'. 77% of parents like the system. 95% of them get their first choice of school. Should the laws be changed to make it 'fair' for whites to get 100% of first choice, even if they are late in enrollment, to the detrement of blacks? Should the federal government even be involved in an issue affecting LOCAl schools, where the MAJORITY of parents accept it AND prefer it?
