Y the outrage of Somalian pirates but no outrage on fleets dump toxic wastes on their waters/livelihood?

The rules. There are specific rules against piracy that have a long history of nations being willing to enforce. Toxic waste does not have that specific ruling nor the history of enforcement. Nor do any nations feel motivated to attempt to rectify that situation.
