I think my breaks were tampered with!?

Those are clic symptoms of master cylinder failure and that is pretty typical of the way they fail - you try them one morning and they sink to the floor. The little bit of braking you have is from the secondary circuit of the dual master cylinder, a feature that was mandated in the US since sometime in the 1960s if I remember correctly.
